National E Scow Class to vote on Four New Rules

Four ballot items are being voted on this year. Regular members should have received the ballot in the mail. The ballots are due on Feb 7, 2010. If you did not get a ballot, print one from the NCESA website at:

If you would prefer. you may email the ballot

1.  "The bowsprit may be extended on any leg of the course where the asymmetrical spinnaker can be carried solely for that purpose.  When rounding the weather mark with the spinnaker not deployed, the bowsprit may not be extended until after the bow of the yacht is abreast of the mark on the rounding tack.  The bowsprit must be retracted as part of a continuous process of retrieving the spinnaker.  The bowsprit may be extended momentarily, when well clear of other yachts, to assist in clearing a fouled tack line."

2.  Set a mid-girth measurement - currently there is no mid-girth measurement specified for the asymmetrical spinnaker. The North asymmetrical spinnakers have a mid-girth measurement of 17'4". Also, reduce the luff length of the asymmetrical spinnaker by 2 inches but grandfather all sails made for the 2009 and previous years. The reduction in size will help improve visibility and handling. Existing North sails fit in the recommended measurements.
Change the rules to set the mid-girth measurement of 17'4" plus or minus 3" and to make the luff length 35'1" plus 0" minus 6" for all new construction.

3.  If ballot item #2 passes that significantly narrows down the dimensions of the asymmetrical spinnaker so there is essentially only one size allowed, then allow two asymmetrical spinnakers to be registered for use at an event. This ballot item can only pass if ballot item #2 passes.

4.  Clarify the current understanding about the use of windows in the asymmetrical spinnaker to allow windows of unlimited size and placement, using a minimum 7 oz. material weight.

Winning Melges 32 features ILYA Sailor

John Kilroy and the Samba Pa Ti team completed an impressive run in the

Melges 32 class, largest of the regatta with 22 boats. Stu Bannatyne called tactics while Morgan Reeser and Sam Rogers served as trimmers aboard Samba, which took the lead on Tuesday and never relinquished it. There was an added bonus for the Malibu, California resident as Samba Pa Ti was named Boat of the Week. Jay Ecklund finished sixth. For full results of the event, click here.

ILYA Tidbits
rolexcollageWebsite changes
Be patient as Executive Secretary Smith updates the site. New to the site is the ability to run short videos - check out the iceboating clip. Send us your video for posting. Tuning guides are now located on the site.
Regatta season is nipping at our heels. Send us your dates and NOR for posting and Scowlines will keep a running tab with a link to your NOR. Regattas are also listed with contact names on the website.

US Sailing will be holding a two day advanced race management seminar in Chicago March 13th.  The head instructor is Tom Farquhar.  At the end of the seminar you can take a test for either the Club, Regional or National Race Officer designations with US Sailing.  See the link below.

In addition to this seminar, Phil Petersen is organizing a one day seminar at Okoboji tentatively scheduled for April 24th, note change of date.  At the end of this seminar you will be eligible to take a Club Race Officer test.

I highly recommend all of our race officers attend a US Sailing Seminar.  The knowledge you get from these seminars will assuredly make you a better race officer.

At the Winter Inland on February 13th we will be holding a couple race committee seminars.  Tom Hodgson has agreed to lead a "how to run a protest hearing".  I will lead an open conversation with emphasis on running ILYA events and the responsibilities of the PRO.  We will also discuss the new rotation system we are implementing this year for assigning PRO's to Inland events.

I want to emphasize that the short seminars we are holding at the Winter Inland are not a substitute for US Sailing Seminars.  The US Sailing Seminars do not even mention protest hearings and do NOT talk about right of way racing rules.  They only discuss race management issues.  US Sailing certifications last four years.

I hope to see many of you on February 13th.  In the mean time, sign up for a US Sailing seminar.  Do yourself and the sailors we serve a favor.
