Venue
Pine Lake Yacht Club invites all Optimist sailors and families to the 20th Annual ILYA No Guns, No Tears, No Protests Regatta on Monday, July 26, 2010.

Schedule
Registration:
Sunday, July 25, 3:00 to 6:00 p.m.
Monday, July 26, 8:00 to 9:30 a.m.
Competitors' Briefing: Monday, July 26, 9:30 a.m.
Race Schedule:
Five races will be scheduled for the Senior fleet, and four will be scheduled for the Junior fleet. The races will be scheduled to best accommodate launching, fun, and lunch.
Eligibility
Skippers need not be members of the ILYA.
The Junior fleet will be for sailors aged 5-8; the Senior fleet for ages 9-15. Ages will be determined as of 1/1/10.
The purpose of the No Tears Regatta is to provide an opportunity for our very beginning Optimist sailors to participate in a regatta and for their families to learn what happens at a regatta, prior to attending more competitive events. The following guidelines should be considered (if in doubt, please consult your Sailing School Instructors):
1. A sailor should no longer participate in the No Tears Regatta if they:
have previously placed in the top 5 in their respective fleet of a No Tears regatta.
have competed in RWB regatta
2. A sailor is encouraged to enter the No Tears Regatta if they:
demonstrate the ability to sail an Optimist both upwind & downwind.
are willing to be coached &/or helped by instructors while on the water.
are not be frustrated sailing with sailors who do not know the rules.
A sailing school instructor and motorboat is required for each fleet in which a lake has a sailor registered, i.e., two instructors or more plus two motorboats are needed if the lake has sailors in both the Junior and Senior fleets. Instructors must check in at Registration at the time of arrival.
Social
All sailors will receive a t-shirt, lunch, and post-race treats with their registration. Additional lunches & T-shirts may be purchased for a nominal fee.
Fees
Entry fee is $45 per sailor with advanced registration, $55 after July 15. Checks payable to LaBelle Yacht Club.
Co-Skippers: If 2 sailors are co-skippering in the same boat, please indicate that on the registration form.
Trophies
Trophies for 1st through 10th places will be awarded in both fleets. Trophies will also be awarded to the winners of each race in both fleets. Participation awards will be given to each skipper.
Risks
Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor, or in the case of minors, each competitor’s parent or guardian, agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.
All competitors must have the Waiver of Liability for ILYA No Tears East 2010 on the Registration Form signed by a parent or legal guardian.
Rules
Safety:
Life jackets must be worn at all times while on the water. A whistle must be attached to the lifejacket.
The boats must be fitted with three flotation devices in the form of foam blocks or inflated air bags.
A bailer is required also.
Each boat must have a bow line of adequate length.
Sailing School instructors and others as designated by the Principal Race Officer of each fleet will send help to any boat in need of assistance, whether emotional, physical, or medical. Unless otherwise required, spectator boats will be instructed to stay 200 yards from the race course.
Right of Way:
Starboard boat has rights over port boat.
Windward boat must keep clear.
Overtaking boat must keep clear.
Buoy room at the leeward mark
No barging
No sculling
Other rules will be posted or communicated at the Competitor’s Briefing.
Swimming: NO Swimming without permission of the Race Committee
Courses
Separate courses will be used for each fleet. The racing areas will be the navigable waters of Pine Lake on courses described at the Competitors’ Briefings.

Launching
Optimist launching will be at regatta headquarters.
Coach/instructor boats may launch at headquarters on Sunday from 3-6pm ONLY. For safety reasons, coach boats launching on Monday must use the public launch site (for a fee).
Spectator boats may be launched at the public launch (North end of Pine Lake, ¼ mi west of Hwy83 on Hwy K) for a fee. For safety reasons, no spectator boats will be permitted to launch at headquarters.
