On-site registration and registration packets will be available in the DLYC clubhouse on Thursday, July 10, from 5:00 p.m. to 8:00 p.m., and Friday, July 11, from 8:00 a.m. to 9:00 a.m. Registration is not complete until receipt of the Sailing Instructions is acknowledged by the skipper.
A competitor’s briefing will take place at 9:00 a.m. Friday morning, July 11, at the Regatta Headquarters or as otherwise directed by the PRO. Five races are scheduled. The warning signal for the first race will be at 10:30 a.m. on Friday, July 11. Warning signals for subsequent races will be posted by the Race Committee. No race will begin after Noon on Sunday, July 13, if at least two races have been completed by that time.
There will be a practice race run by the DLYC on Thursday, July 10, from approximately 3:00 p.m. to 5:00 p.m.
Eligibility
The Regatta is open to skippers who comply with the requirements prescribed by the ILYA bylaws and are Family, Regular, Youth or Life members of the ILYA. Crew become members of the Association by virtue of their yacht’s completed registration. The Regatta is open to Class E Scows with either asymmetrical or symmetrical spinnakers. All E Scows will sail and be scored together.
Social
A welcoming reception will be held at the DLYC following the practice race on Thursday from 6:00 p.m. to 9:00 p.m. There will be a variety of complementary light hors d’oeuvres, soda and beer and a cash bar for additional refreshments.
A complementary continental breakfast will be available on race day mornings at the DLYC beginning at 8:00 a.m. Lunch will be provided on all race days. On Friday evening, there will be DLYC’s famous Fish Fry followed by karaoke. Saturday evening will include a steak dinner followed by a party at the DLYC. A cash bar will be available throughout the afternoons and evenings at the DLYC during the regatta. Single meal tickets and discount meal packages will be available for purchase at registration.
Fees
Entries should be submitted on the official ILYA Regatta Entry Application Form. This Form may be submitted electronically or by mail. The entry fee is $128 per yacht. Registration payments must be postmarked or otherwise received by June 27 to avoid a $30 late entry fee prescribed by the ILYA bylaw 12.18.30d. The Regatta Entry Application Form, which includes the Waiver of Liability and other pertinent information, may be found in this issue of Scow Slants and is also available from the ILYA Executive Secretary. Participants also may register on-line at www.ILYA.org.
The entry is free for skippers sailing their
first ILYA Adult Class Regatta, and who contact the ILYA office and
register prior to or on the early registration deadline.
Trophies
Trophies will be awarded to the race winners and top ten boats. The champion is awarded the Jule Hannaford Trophy, an ILYA perpetual trophy given each year in memory of its namesake.
Trophies will be presented following haul-out and lunch after the last race on Sunday.
Risks
Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor, or in the case of minors, each competitor’s parent or guardian, agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law
Rules
The regatta will be governed by the Racing Rules of Sailing; the prescriptions of the United States Sailing Association; the Rules and Bylaws of the ILYA; and the Scantling Rules and Bylaw Articles VI and VIII, parts 4, 5 and 7 of the National Class E Scow Association; except as any of these are modified by the Sailing Instructions. The Sailing Instructions will be included as part of the registration materials. Pursuant to ILYA Bylaw 12.22, measurement and weighing will not be conducted, but each entry is bound by the National Class E Scow Association’s scantlings.
All communication will be by VHF radio, hailer when required, and flag signals.
In accordance with ISAF Regulation 20, this regatta is classified as an “invitational” Category A event.
The Low Point System, RRS A4, will apply, except that Rule A2 is changed so that each yacht’s total score will be the sum of her scores for all races. Two completed races shall constitute a regatta. The Turns Penalty shall apply, except that RRS 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.
Courses
The sailing area will be the navigable waters of Delavan Lake. Courses will be described in the Sailing Instructions.

The regatta dates are normally a very busy time of the year for the hotels and resorts in our area, so we recommend that you work out your accommodations at your earliest convenience.We have limited free lodging at homes of DLYC members. We are working to secure a block of rooms at one or more of these hotels and resorts. If we are able to do so, our housing coordinator will have that information.
Miscellaneous
Launching will be at the DLYC. Both competing E Scows and accompanying powerboats can be launched at the DLYC. E Scows will have priority for launching. DLYC will provide launching assistance.
We presently plan to permit both wet and dry sailing. We will supplement our pier space with a number of complementary moorings to use for rigging and lunch. Please feel free to use your own mooring equipment. We feel we can comfortably handle up to 35 boats in a dry sail format. However, in the event we have more than 35 boats, we may decide to wet sail the regatta. So, we ask that everyone be prepared to moor their yacht by bringing their mooring equipment. Water in the mooring area at the DLYC is approximately 6-15 feet deep with North to East exposure. Water taxi service to and from the moorings will be provided. Trailers will be parked in the DLYC parking lot.
