State Park Permits: In accordance with the terms of our special event permit from the Wisconsin DNR and Governor Nelson State Park, all automobiles entering the premises must display a 2012 Wis. State Park Permit, available for purchase at the gate. Pre-purchase on line will save time. Visit http://dnr.wi.gov/topic/parks/admission.html for online permits.
Registration and Check-in: Measurement/weigh-in check and Registration will be at Headquarters for all classes except Club 420, which will be at Burrows Park. These operations will be available pursuant to the schedule below.
Classes E, C, and I-20: Thur., August 9, 12:00 p.m. - 7:00 p.m.
Class A, MC, Club 420*: Thur., August 16, 12:00 p.m. - 7:00 p.m.
* Burrows Park is reserved for registration and rigging starting at Noon on Thursday, August 16. Club 420 entrants are asked not to arrive before Noon for registration and rigging.
Registration is not officially complete until measurement and weight requirements have been checked, and sailing instructions with waiver have been acknowledged and signed for.

Except when races are sailed back-to-back, the time of the warning signal for subsequent races will be posted. No warning signal shall be made after 1:00 p.m. on the last day of scheduled racing.
Eligibility
The regatta is open to boats of the A, C, E, MC, I-20, and Club 420 Classes. The skipper must be a family, regular, youth or life member of the ILYA at the time of registration. Crew members become members of the ILYA by virtue of the yacht’s completed registration. ILYA Member Club requirements apply. See ILYA By-laws 12.22 and 12.23.

All racing will be back-to back with on the water lunches. There will not be breaks for lunch on shore. Bagged lunches will be available by pre-order (see below).

Headquarters Canteen by the Bilge Pullers HQ Pavilion: The famed Craig Parker and his grillers will have a canteen style tent for burgers, brats, hotdogs, and other sandwiches along with chips, candy, and refreshments. Hosted beer by Capital Brewery will be available. The Canteen will be open for business each day after racing and will be the main spot for lunch on Sunday at haul-out and trophies. Stop by as Chef Craig has all kinds of fun up his sleeve!
On-the-Water Lunches: Bag lunches will be provided for those that want them. They must be ordered in advance. The cutoff will be end of registration on Thursday of both weekends. Entry includes no lunches. Lunches and event tickets can be purchased at registration.
A 50% youth-aged skipper discount is available to qualifying Class A, E, MC, and I-20 skippers who register prior to or on the early registration deadline (July 25).
Entry is free ($1 processing fee) to youth-age Class C skippers who contact the ILYA office and register prior to or on the early registration deadline (July 25). Class C youth who take advantage of the free entry are obligated to join NCSSA.
Registration fee incentives do not apply to on-site registrations.
Trophies
ILYA perpetual trophies will be awarded to the winners of specified trophy races. Additional perpetual trophies in custody of the ILYA will be awarded as called for by the deeds of gift. Keeper trophies for the top ten skippers and crew in Classes E, C, and MC will be awarded. Keeper trophies for the top five skippers and crew will be awarded in Classes A, I-20, and Club 420. Club 420 daily overall winners will receive awards.
Special Corinthian awards will be given in Classes E and C, and a trophy for the highest placing wooden E Scow, as well as a trophy for the highest standing female skipper in Class E, will also be awarded.
Top Junior (under 26) trophies will be awarded in Classes C and MC.
Masters trophies will be awarded in Classes C and MC, as well as a Grand Master trophy in Class MC.
Risks
Sailing is an activity that has an inherent risk of damage and injury. Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor, or in the case of minors, each competitor’s parent or guardian, agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.
Rules
1. Except as any of the following are altered by the Sailing Instructions, the regatta will be governed by the rules as defined in The Racing Rules of Sailing, the prescriptions of the United States Sailing Association, the Rules and Bylaws of the ILYA, and the following class scantlings:
The scantling rules of the National Class E Scow Association (NCESA), and NCESA By-laws Article VI, and Article VIII, parts 4, 5 and 7. Crew changes from race to race are allowed during this event.

2. BOATING REGULATIONS of the State of Wisconsin will apply. Wisconsin statutes require all boats to carry a Coast Guard approved PFD for each person on board plus a throwable at all times.
Media Rights
Media Rights: Competitors give absolute right and permission for video footage or photographs of themselves or their boat generated during an ILYA event to be published in any media for press, editorial or advertising purposes.
CLEAN REGATTAS is an effort by Sailors for the Sea in conjunction with yacht clubs, sailing programs and events to reduce our impact on our oceans and coastal waters.
Mendota Yacht Club and the ILYA have registered the ILYA Annual Championship Regatta as a Clean Regatta Silver Level event. Among 10 or more initiatives, the regatta will reduce plastic bottles by providing instead water stations for refill. Please add water bottles to your list of equipment to take to the regatta.
Courses
The courses to be sailed will be described in the Sailing Instructions. The racing area will be on the navigable waters of Lake Mendota, and will be described at the Competitor Briefings or by notice on the Official Notice Board at Regatta Headquarters.

For Commercial Accommodations, we recommend one of the six west side hotels of the North Central Group, totalling 180 rooms. Also reserved are 65 rooms at the Edgewater Hotel for those who want to stay downtown. Sailors and guests need to call the hotels direct and reference the 2012 ILYA Champs to get their special rate. All reservations need to be made by July 10.

Miscellaneous
Mooring at Gov. Nelson State Park: Mooring will be available in the water off the park shoreline. Provide an sufficient size anchor as well as adequate line for depths in the 8-12 foot range in a soft bottom. Dry sailing will be allowed in the park facility, but participants are cautioned that in-and-out accessibility will be limited by the number of boats participating as well as by the daily public access to the park launch ramps.
Mooring at Burrows Park: Mooring for 420s will be on land using your own dollies or other means of transport.
Spectator Boats: The availability of spectator/extra crew boats is very limited. Participating teams are welcome to bring their own support and spectator boats which can be launched and moored at the regatta site. All boats involved in the regatta are asked to help with shuttle service to and from the mooring area and with support on the race course.

Registration
Eligible boats may enter by three means:
1) Preferred: Register on line via the ILYA website HERE.
2) Complete an official ILYA Regatta Entry Application and send it, together with the required fee, to the ILYA at PO Box 311, Fontana, WI 53125.
3) Fax an official ILYA Regatta Entry Application along with credit card information to ILYA at 262-203-7722.
All entries must be postmarked or otherwise received by July 25 to avoid late penalties per ILYA By-law 12.18.3.d. Fax and Internet registrations require MasterCard or VISA credit card information.
